Great Wooded South VII: Going out West Read on for the latest installment from Billy Joe's days in the Kentucky Division of Forestry. Click here for all the entries in the Great Wooded South series By Billy Joe Fudge The United States Forest Service was always looking for help on Western Fire Detail. We Kentucky Forest Rangers and Foresters had the training needed to, "go out West". That is what we called it back in the day. Goin' out West only had one catch! Even with all the training, we had to pass a simple physical. During the 1970s and 80s, the physical was an "either-or" fitness test. The way I remember it, you could run one and a half miles in under 12 minutes or pass a heart rate recovery test after a period of 5 minutes stepping up onto and back down off a 16 inch step. Each step was made to the steady beat of a metronome, that was set at a particular number of beats per minute. I smoked two packs of Marlboro and drank 6 to 12 cans of Pepsi a day and couldn't pass the maximum acceptable heart rate before performing the step exercise! I had no problem running the distance, however, so I always did that instead. My first trip out West began on a connecting flight to Knoxville from Lexington. It was my first flight on a commercial jet and was quite an experience. KY Rural Health Transformation Plan accepted in full From Scottie Ellis/Beth Fisher Frankfort, KY - On December 29, 2025, Gov. Andy Beshear announced that Kentucky's Rural Health Transformation Plan (RHTP) was accepted in full by the Trump administration, securing $212.9 million in funding to lessen the impacts of recent federal cuts and help support health care in Kentucky's rural communities. The funding was authorized by Congress earlier this year (2025) and administered by the Centers for Medicare & Medicaid Services. "Health care is a basic human right, and it was a priority for me and my administration to submit this application and fight for funding to support our rural health communities - especially following the passage of devastating Medicaid cuts," said Gov. Beshear. "I am proud our community-driven plan was accepted in full and now $212.9 million will help provide our fellow Kentuckians with the quality care they need and deserve." Kentucky's plan was developed by the Beshear administration in partnership with health partners from across the state and will use the $212.9 million over five years to help address the unique challenges rural Kentucky faces, including high rates of chronic conditions, maternity care deserts and gaps in coverage for oral care, emergency services and behavioral health.
