KY General Fund and Road Fund receipts for November 2025

  • General Fund receipts rose 9.2 percent, year-to-date receipts are flat
  • Road Fund receipts declined 4.9 percent, year-to-date up 0.4 percent

Frankfort, KY - State Budget Director John Hicks reported on Wednesday, December 10, 2025, that General Fund receipts rose 9.2 percent in November compared to last year. The increase in collections followed two consecutive monthly declines. Total revenues for the month were $1,375.0 million compared to $1,259.4 million in November 2024, an increase of $115.6 million. Year-to-date General Fund receipts are unchanged from FY25 and can fall 3.8 percent over the final seven months of the fiscal year and still meet the official revenue estimate of $15,349.7 million.

Upon review of the monthly General Fund revenues, Hicks noted: "Individual income tax collections accounted for $83.4 million of the $115.4 million total increase. Each of the major components of the individual income tax grew, including the impact of Governor Andy Beshear's order allowing affected taxpayers in all 120 counties to file tax returns by November 3 instead of April 15 because of severe storms in February. The Kentucky disaster relief tax returns had an impact on the net returns and pass-through entity tax components of the income tax, which grew by $22.4 million and $22.7 million, respectively, in November. Sales and use tax revenues also posted growth of $16.7 million in November while property tax receipts increased $15.1 million."

Midnight Breakfast gives LWU students a break from finals

By Duane Bonifer

It's usually silent on most December nights in the Lindsey Wilson University Roberta D. Cranmer Dining & Conference Center.

But at 9:52pmCT on Tuesday, December 9, 2025, more than 50 Lindsey Wilson undergraduates were stirring as they lined up outside the building's entrances. They had taken a break from studying for finals, polishing papers and preparing final presentations to enjoy one of the university's more beloved semiannual events -- Midnight Breakfast.

Sponsored by the Office of Residence Life and held on the Tuesday of fall and spring finals weeks, the two-hour event that runs from 10 p.m. to midnight is an excuse for scores of Lindsey Wilson undergraduates to take a break from studying, refuel with breakfast food served by residence life staff members and enjoy fellowship with classmates. And sometimes play a few card games. This fall's Midnight Breakfast served 482 students.

"It's actually one of my favorite things we do. It's between that and Safe Halloween," said Madison Duvall '24, who is resident director of Phillips Hall and has experienced the event as an LWU student and as a staff member. "I love seeing the kids relax during finals, and I love giving back to students by serving them."

ACSO: Campbellsville Road accident results in injuries

From Sheriff Gary Roy
Adair County Sheriff's Office

On Tuesday, December 9, 2025, at approximately 4:38pmCT, the Adair County Sheriff's Office investigated a three-vehicle injury accident on Campbellsville Road.

Kevin Gozdor, age 66, of Adair County, was operating a 2014 Chrysler 300 when he pulled into the path of a northbound 2007 Honda Odyssey, operated by Clinton Sapp, age 41, of Taylor County. After the 2 vehicles collided, Sapp's vehicle continued on and struck a 2018 Dodge Charger, operated by Caitlan Willis, age 29, of Adair County.

Willis and her two passengers were treated on the scene and transported by Adair County EMS to the Emergency Room at TJ Health Columbia. Gozdor refused medical treatment on scene, but was later transported by private means for possible injuries.

Chief Deputy Brandon Hitch is leading the investigation. He was assisted on scene by the Columbia Police Department, Columbia Adair County Fire Department, Adair County EMS, and the Kentucky State Police.

Carol Perkins: Not My Cats

Previous Column: Equalizing Christmas

By Carol Perkins

You know what I want to get my kittens for Christmas? A home. They are not my kittens. They were born under my deck and stayed, along with the mother, the father, and two of their offspring (grown kittens) that followed them to our house, and a visitor.

A total of nine cats is at the feeding plate.

"STOP feeding them," you might suggest.

We can't let them starve. At least two of the kittens are girls, so that's another problem.

We have seen stray cats saunter through our neighborhood, but none of them stayed. None had kittens under the deck and claimed us as their "parents." We had a cat years ago, but we vowed never to have another. We didn't ask for them; they found us. So, what do we do?

By Duane Bonifer

Three Lindsey Wilson University business administration seniors used one of the world's most recognizable popular culture icons to help them win a national marketing campaign for a major U.S. financial services company.

The trio of Grace Adams, Allee Harris and Taylor Harvey took first place in the Marketing Research Competition's undergraduate division. The Lindsey Wilson team finished first among 80 teams in the competition. A team from Providence College placed second, and a team from the University of Massachusetts Amherst finished third.

In addition to taking first place, the Lindsey Wilson team was also awarded a $2,000 prize.

After their proposal was selected as one of four finalists, the Lindsey Wilson team presented it via Zoom to a four-judge team on December 5, 2025. The four judges included the president of Marketing Research Competition and three members of the project's client, Lincoln Financial.

Friendship leads to podcast for LWU Business students

By Duane Bonifer

Two Lindsey Wilson University students have turned a friendship into a new podcast aimed at helping people "laugh, learn and grow together in faith."

Emerson McKinnis '28 of Auburn, Kentucky, and Summer Ray '27 of Stanford, Kentucky, have launched the podcast That's God. It's the first podcast the two business administration majors have hosted, and it's also the first student-produced podcast in the university's new podcast studio.

Located on the first floor of the J.L. Turner Leadership Center, the podcast studio was opened this fall by the LWU School of Business and Communication to give students another creative outlet for their work.

McKinnis and Ray came up with the idea for their podcast while having one of their numerous conversations about faith and life. Dean of the School of Business and Communication Benson Sexton '04 helped them turn their idea into a weekly production.

Basketball: Indians face Marion Co. Friday

By Trey Stephens, Staff Writer

On Friday, December 5, 2025, the Adair County Indians Boys Varsity Basketball team lost a heartbreaker on the road 60-57 at Campbellsville.

The Indians led nearly the entire game, and seemed in control almost the whole night. They led 17-13 at the end of the first quarter, 34-24 at half, and 53-41 at the end of the third. Unfortunately, they were outscored by the Eagles 19-4 in the final period. The shots stopped falling for some players, and continued not falling for other players. The Indians' leading scorer, Tylin George, fouled out late, which might have been the nail in the coffin for Adair County. This loss could haunt the Indians all season, putting them at an early disadvantage for 20th District supremacy.

The Indians will return to the court for yet another 20th District matchup in Lebanon. The boys face the Marion County Knights (1-1) on Friday, December 12, 2025, following the Lady Indians and Lady Knights, who are scheduled to tip off at 5:30pmCT at Marion County High School, 735 E Main St, Lebanon, KY. One ticket gets access to both games, and tickets can be purchased online at eventlink.com.

Basketball: Lady Indians head to Fort Knox

By Trey Stephens, Staff Writer

On Friday, December 5, 2025, the Adair County Lady Indians fell 61-47 to the Campbellsville Lady Eagles. The Lady Indians will look to improve their shooting and get one in the win column as they travel to play Fort Knox at 6:30pmCT on Tuesday, December 9, 2025, in the main gym at Fort Knox High School, 266 Maine Street, Fort Knox, KY. Tickets are $7 cash only at the door.

Campbellsville went ahead early in Friday's game, leading 15-11 at the end of the first quarter before the Lady Indians snatched the lead going into halftime 26-24. Unfortunately, the Lady Indians couldn't seem to buy a bucket in the third quarter, and were outscored 17-6 in that period. The Lady Indians battled throughout the fourth, but the gap was too wide to overcome. The team shot 33% from the floor and just 7% from three point range.

The leading scorer against Campbellsville was senior Kinzlee Akin, with 17, followed by sophomore Reese Bardin with 10. Akin and Bardin were the only players for Adair County to score in double figures.

Freshman Ella Brown led the team in rebounding, with seven, followed by Bardin with six, and Akin with five.

E-Club aims to unlock entrepreneurial spirit at LWU

By Duane Bonifer

A group of Lindsey Wilson University students hopes to be part of a campus movement that will encourage more young people to become entrepreneurs.

That's one reason why they started the E-Club, which held its first meeting on Monday, December 8, 2025, in the university's Thomas D. Clark Reading Room. With support from Awesome Inc. -- a Lexington, Kentucky-based firm that works with and coaches entrepreneurs -- the LWU E-Club wants to help lower the age of the average entrepreneur.

The average age of a person who starts a business is in their early 40s, and the officers of the LWU E-Club would like to instead see more members of Gen Z -- those born between 1997-2012 -- become entrepreneurs.

"I think anyone that has an entrepreneurial mind always has ideas circulating, and we want to help them see if it's a realistic opportunity," said Taylor Harvey of Columbia, who will graduate from LWU this December with a double major in business administration and Chrisitan ministries and is E-Club president.

Area Chambers of Commerce support Pre-K for All

From Scottie Ellis

Frankfort, KY - On December 4, 2025, 43 local Kentucky chambers of commerce endorsed Gov. Andy Beshear's Pre-K for All initiative, urging the Kentucky General Assembly to make expanding access to pre-K for all 4-year-olds a top priority in the 2026-2027 Budget Session.

"Business leaders across our state know that Pre-K for All is good for business because it will boost our workforce by 70,000 and help more parents return to work," said Gov. Beshear. "Pre-K for All isn't political - it's simply the right thing to do for Kentucky's kids, our families, our economy and our future. Let's do the right thing and invest in our kids and our future now through Pre-K for All."

The endorsement was made through a letter signed by 44 local and regional chambers of commerce and their presidents including Bowling Green and Louisville, as well as the Edmonton-Metcalfe County Chamber of Commerce, the Liberty-Casey County Chamber of Commerce, and the Russell County Chamber of Commerce.

Mark Archey: EK Railroad Presentation

Mark Archey, an Adair County resident who purchased the Shepherd Grade Center, moved here with his wife Stephanie some years ago. He is a member of the Adair County Genealogy Society, and shared a story from his research at last Monday's meeting.

Mark told the group at the December meeting, "I'm not from here. I'm from off. So I'll tell you about off a little bit. I grew up in northeastern Kentucky in Greenup County. And among my ancestors are Pattons. So I'm very happy to meet Mr. [Paul] Patton tonight. I'm sure we'll find a common connection.

"So what I'm talking about has nothing to do with genealogy directly, and nothing to do with Adair County. But why would it be of interest? Because in doing genealogy research for my ancestors, I'm at the point where I've got to figure out why did these people come to Greenup County? Because the paper trails run out otherwise. And what brought them all in is Greenup County is like the heart of the Hanging Rock Iron District of northeastern Kentucky. On both sides of the Ohio River, there were 30 or more iron furnaces that were running there typically.
