Changes to Kentucky's current and future special license plates to take effect Dec. 30 following passage of House Bill 341.

By Naitore Djigbenou

Frankfort, KY - Administrative and pricing changes are ahead for the special license plate program to comply with legislative changes made during the spring General Assembly. At the end of December, the Division of Motor Vehicle Licensing will begin implementing House Bill 341's modifications to two statutes governing special license plates - the state's optional license plates manufactured for 44 approved non-profit organizations.

Effective Monday, Dec. 30, motorists purchasing or renewing select special license plates at county clerk offices will be required to pay a $10 charitable donation to the organization represented on the requested plate. Currently, $10 donations are optional. This change impacts 29 special license plates administered under KRS 186.164 to enforce the original intention of the bill. The majority of special license plates created under KRS 186.162, such as military plates, university/collegiate plates and nature plates, already have a donation requirement that will not change once the new legislation takes effect.

The 29 organizational plates with a new donation requirement are:

Letter: Reply to Mr. Burris

Joe Hare writes:
Mr. Burris, is this party politics trying to stir up something in our community? I do not remember anyone asking for this information in the past, when your party's person was the sheriff.

I agree with transparency, but lets get this information in a way that will not have a negative effect on our community.--Joe

Letter: Wants to see itemized budget

Ben Burris writes:
While I fully support those in our Sheriff's Department having new vests, I do believe Columbia Magazine had done its readers a grave disservice by not even stating what the total budget was. It would be good to see it in its entirety, itemized, to compared to last year's budget under a different Sheriff to see how many, if any, budget funds were redistributed between the two. Voters have a civic responsibility to look over, and know, how their tax dollars are being used so they can make a more informed decision at the ballot box, regardless of party. --Ben

Early occupants of the Fred Hill building, 1922-1926

By JIM

In October 1922, the Adair County News stated that Mr. Fred Hill's new building, sandwiched between the Paull Drug Co. and the not-yet-completed Bank of Columbia, neared completion.

The first mention of an occupant came just a few weeks later in the form of several short text-only ads, scattered about on the front page of the December 5 edition, for a new combination grocery-eatery. Two of those entries nicely pinpointed the location of the enterprise: one stated it was "next to Paull Drug Co." and the other, "just above the bank."

(Two of the other ads mentioned that lunch and hot coffee were served at all hours, while yet another informed the reader that "the best brands of coffee and the best quality sugar" and "everything else kept in the grocery line" could be found there.)

A few weeks later, block ads in the December 19 and 26 editions referred to it as "A place to eat so different" and made a point that ladies especially were invited as customers. The establishment also carried "A first class line of candies, fruits, nuts, cigars, and tobacco," with "The best of service guaranteed." The name W.R. (Wyatt Rogers) Conover appeared at the bottom of the advertisement.

Mr. Conover ran the establishment for close to eight weeks.
