What can be done about the mass-a-cree of signs?

Assuming this is an incident accident, it is still a too often seen scene around Adair County. In too many instances, missing signs are the result of opportunistic miscreants, who have created closely 'work which should not have had to be did'. Any ideas on how to counter the dangerous practice of mutilating, stealing, and destruction of the signs. Singaporean measures aren't called for - this is America - and some here remember WWJD. There must be an answer. - EW
