Best financial audit report in years gets rapt attention of Council

Brent Billingsley, standing, had the rapt attention of the Columbia City Council as he reported a dramatic turnaround in city finances, reporting on the Fiscal Year ending June 30, 2016. He told the council that the city is in better shape than any time since he began working with it, and added, "You're headed for an even better future." A major contributor for the period ending June 30, 2016 was that it was the first full year of payroll tax implementation which contributed approximately $950,000 in the first full year. For the period audited, the ABC was not a significant factor either way. Following his instructions in the report, clockwise from left, are Council Members Ron Rogers, Pamela Hoots, Mark D.
