It appears to be a "blank" advertisement for insertion of place, date, and time before publication in a local newspaper. The original apparently was two columns (approximately six inches) by almost eight inches. The hand-written lines here are "Williamstown, Ky. / April 5th, [18]94." (The "18" part of the date, hardly visible here, is in a distinctly different hand.)
