Robert Ellis: Whimsical tree art

The bikes, for me, invoked some questions: what was the intent of their placement in the trees? was it purely whimsical, artful, or for the benefit of the curious onlooker? The actual sizes of the bikes migrate from training wheels all the way up to a ten speed, so they could have been used as a simple reminder of a loving parent's children. . . regardless of the purpose I enjoyed seeing and photographing them. - ROBERT ELLIS

AC Fiscal Court votes for Needle Exchange program
 2017-05-10 - Basement, Adair Annex, 424 Public Square, Columbia, KY - Photo by Ed Waggener, Columbiamagazine.com(c) . The Adair Fiscal Court gave rapt attention to Dr. Rick Miles, of Russell County, KY, far right, and, in the end voted 7-1, in favor of approving a Needle Exchange program in Adair County, advocated by Dr. Miles. Initially four magistrates had wanted to go back to constituents before adopting the measure, but Magistrate Terry Hadley told that, a wait might mean the loss of another life, the court, on a roll call vote, approved the measure, with CJE Mike Stephens, standing, left, moving the action with a second from Magistrate Hadley, and out-of-frame, Magistrate Perry Reeder (4), Sammy Baker (3), Harold Burton (1), Billy Dean Coffey (5), and Greg Caldwell (6) joining in affirmation. Magistrate Daryl Flatt (2), who had initially asked for time to talk with citizens of his district and who voiced a favorable opinion, voted no. The Columbia City Council had voted to approve a Needle Exchange program in its May 1, 2017 regular session, with all members present voting in favor of the program. Mayor Curtis Hardwick sent a message that he favored the action. The program will begin as soon as it can be implemented by the Lake Cumberland District Health Department. - EW
