Because of needle sharing about drug users, Kentucky has more vulnerable counties than any other state in the nation. Russell County is No. 54 in the nation. Taylor County is No. 76. Adair is No. 93. Cumberland is No. 101. Green No. 132. Casey is No. 153. The problem has been increasing to an unsustainable rate.
