Black History Month Proclaimed in Columbia 2021-02-22 - Adair County, KY - Photo From the City of Columbia. The month of February has been proclaimed as “Black History Month” in the City of Columbia. The proclamation recognized those persons in our African American community for their part in our city’s heritage. Councilor Sharon Payne, who is the first female African American to serve on the Columbia City Council, joined Mayor Pamela Hoots for the signing.
