She and Columbia Mayor Pam Hoots, selected as the Transportation Committee Chair, are both in leadership positions. Payne succeeds Mayor Robert Lawson of Burnside, who held the position before her. The District service area includes ten counties: Adair, Casey, Clinton, Cumberland, Green, McCreary, Pulaski, Russell, Taylor and Wayne.
