On afternoon patrol in Columbia Thursday, CPD Officer Gary Roy observed several children playing together outside, stopped and gave the children badges. While talking to them and the family, he learned it was one of the children’s birthday. Officer Roy soon returned and presented Alexa, pictured with Officer Roy, with ice cream and popsicles for her fourth birthday to share with her siblings and friends.
