Brother Billy Payne led the dedication service honoring his brother Joe at Saturday's gathering on the Square. Family members from left are J.T. Payne, Josh Payne holding Joelle, Marjorie, and Jacob Payne with his daughter Genesis, 10, holding the plaque, and Billy. It read, "Planted in memory of Joseph B.
