Proclamation: J.O.Y. Ministries Month in City -- Pamela Hoots, Mayor of the City of Columbia, signed a proclamation declaring March J.O.Y. Ministries Month, kicking off 30 days of fundraising for the emergency shelter to be located beside the 911 Center. The City recognizes the contributions of J.O.Y.
