In the Spirit of Columbia awards presented by Columbia Police Chief Evan Burton, he said, "On October 17, 2025, Officers David Tyler McKinney and Elliot G. Smith responded to an accidental gunshot wound at 2:32am at 1107 Carrie Bolin Drive. Upon arrival, the officers found a 63 year old male, Mr. Franklin, with a gunshot wound to his left arm. David and Elliot applied a tourniquet to Mr. Franklin's arm, stopping the bleeding and saving his life." Comments | Permalink
